Bush (Again) Caught Keeping Secrets From Congress: Rebuked By Intelligence Committee Chairman The Bush administration has been keeping a major intelligence operation, and several lesser programs, secret from Congress. The administration is, by law, required to inform the House of Representatives Intelligence Committee on intelligence activity. Representative Pete Hoekstra, the committee's chairman, had sent President Bush a letter in May reminding him of this legal obligation.
Information about Bush's new secret programs was leaked by a whistleblower. Hoekstra, generally a supporter of Bush, said that the secrecy is a "violation of the law, and, just as importantly, a direct affront to me and the members of this committee who have so ardently supported efforts to collect information on our enenmies".
